Schedule of Interviews
Siaya County Public Service Board invites the following shortlisted candidates for interviews in the following advertised positions. The Interviews will be conducted physically at the County Public Service Board Boardroom in Ardhi House – Bondo. Candidates are required to observe the following interview guidelines:
Interview guidelines:
All the Candidates must;
- Observe scheduled interview time
- Be physically present during the interviews (The Board shall not conduct virtual interviews)
- Carry both original and certified copies of Identity Cards/Passports, Professional and Academic Certificates

*IMPUNITY AT SIAYA COUNTY PUBLIC SERVICE BOARD.*
1. **Non-Gazetted Secretary/CEO**: The acting CEO/Secretary CPSB does not meet qualification requirements at section 58(1)(c) of County Government Act. Mr. Nyagudi is NOT a certified public secretary of good standing. He was not competitively recruited neither has he been approved by the county assembly. The CEO/Secretary have been operating without proper gazettement since July 2022.
2. **Invalid Legal Authority**: The board’s secretary/CEO lack of gazettement means he does not hold legal authority to make official appointments or decisions.
3. **Unlawful Appointments**: Appointments made by the non-gazetted secretary/CEO of CPSB since June 2022 are legally invalid.
4. **Retroactive Invalidation**: Actions and decisions taken by the non-gazetted CEO/Secretary, including disciplinary actions, promotions, and transfers, are subject to nullification.
5. **Financial Irregularities**: Salaries and benefits paid to the non-gazetted Secretary/CEO CPSB is considered unlawfully disbursed and may be subject to recovery efforts.
6. **Administrative Disruptions**: The uncertainty about the Siaya CPSB legal status disrupts normal operations, affects service delivery, and lowers staff morale.
7. **Legal Challenges**: There is a high risk of legal challenges against the CPSB’s decisions, which could lead to court cases and potential overturning of past actions.
8. **Public Trust**: The improper constitution of the CPSB undermines public trust in the county’s governance and public service.
Siaya County Public Service Board despite not being properly constituted, have been widely accused of committing the following illegalities:-
a) Violation of Article 232 of the Constitution of Kenya (2010) on meritocracy in appointments and promotions by considering other factors other than merit when recruiting and promoting officers.
b) Engaging in corrupt malpractices by openly requesting for bribes before dishing out employment opportunities and promotions and facilitating recruitment of persons with fake or questionable academic qualifications.
c) Failure to submit regular reports to the County Assembly contrary to the mandatory requirement of Section 59 (d) of the County Governments Act, 2012.
d) Failure to consider recruitment of local and qualified Siaya youth and instead offering employment opportunities to cronies, relatives and highest bidders.
e) Recruiting individuals who have not even applied for advertised positions
f) The Ag. CEO Wilfred Nyagudi has shortlisted and interviewed himself for the position of Chief Officer Education
