Siaya County Public Service Board is established by Section 57 of the County Governments Act No. 17 of 2012 as a body corporate with perpetual succession and seal capable of suing and being sued in its own corporate name. Section 58 and 59 of the County Governments Act No.17 of 2012 respectively provides for the composition and mandates of the County Public Service Board. Section 59A of the County Governments (Amendment) Act 2020 affirms the independence of the County Public Service Board.

Pursuant to the provision of Section 59 (1) (b) and Section 66 of the County Governments Act No. 17 of 2012.The Siaya County Public Service Board hereby invites applications from qualified, and suitable result- oriented Kenyan citizens for appointment to the following vacant positions:

  1. INTERGORVERNMENTAL LIASON OFFICER – JOB GROUP ‘R’ – 1 POST
Duties and Responsibilities
The post will be responsible to the County Secretary and Head of Public Service for the general administration and management of county. Intergovernmental and International affairs. The specific roles and responsibilities shall:
  1. Provide an integral link between the county and the respective stakeholders and other relevant offices both at county and at national level.
  2. Coordinate donor and diaspora engagement meetings.
  3. Coordinate logistics and activities for County officers and respective Stakeholders/investors on official duties.
  4. Ensuring proper Planning and utilization of resources and carrying out general office administration duties.
  5. Set and oversee Internal operating rules and regulations
  6. Establish an efficient registry for effective record keeping. filing and tracking of all office Inventories, malls and files and monitoring their movement and effective correspondence and relaying the same to the county government.
  7. Attend regular sectorial and Intergovernmental meetings as delegated by the County Secretary.
  8. Performing any other duties as may be assigned from time to time
Requirements for Appointment
  1. Be a Kenyan Citizen.
  2. A Bachelor’s degree holder in International relations & diplomacy. public administration, social science or equivalent qualification from a recognized university.
  3. Must have relevant work experience or related and equivalent position.
  4. Must demonstrate strategic planning skills and ability to design and implement short term, medium- & long-term plans.
  5. Demonstrate understanding and commitment to the values and principles as outlined in articles 10 &232 of the Constitution of Kenya, 2010.
  6. Ability to handle multiple tasks, set priorities, meets deadlines and develops innovative recommendations and solutions to problems.
  7. Must possess strong verbal and written communication skills.
  8.  Must be organized, motivated and a team player.
  9. Computer literacy with all aspects of Microsoft Windows network; experience with database management a plus.
  10. Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.

SENIOR ENFORCEMENT OFFICER 

Duties and Responsibilities

  1. Enforcing various county laws and other relevant acts;
  2. Participating in regular patrols in the county government installations to ensure smooth security operations
  3. Maintaining county laws, sanity and order in markets and other business premises;
  4. Overseeing cleanliness and orderliness of station of duty; and
  5. Coordinating guarding services at the Sub County Level
  6. Supervision of County Enforcement Officers at the Sub County Level

 Requirements for Appointment

  1. Be a Kenyan Citizen;
  2. Diploma in the following disciplines: – Security Management; Criminology and Fraud Management; Criminology and Security Studies; Penology or its equivalent qualification from a recognized institution; OR  Have served in the disciplined forces i.e. National Police Service, Kenya Defence Forces for  a period not less than 3 years.
  3. Certificate in specialized training in Prosecution and Investigation Skills from a recognized institution is an added advantage
  4. Certificate of Good Conduct from the Directorate of Criminal Investigations;
  5. Certificate in computer applications; and
  6. Demonstrated merit and shown ability as reflected in work performance and results.
  7. Satisfy the requirement of Chapter Six (6) of the Constitution of Kenya 2010 on leadership and integrity

ENFORCEMENT OFFICER I

Duties and Responsibilities

  1. Protection of county assets
  2. Enforce County laws and Regulations
  3. Control of general nuisance
  4. Sensitization to the general public on county Operations

Requirement for Appointment

  1. Be a Kenyan Citizen
  2. Be Holder of KCSE or its equivalent
  3. Be aged 45 years and below
  4. Must have a valid certificate of good conduct
  5. Must be fluent in Kiswahili and English
  6. Must be physically fit
  7. Those with National Youth Service (NYS) Technical Skills and Previous relevant experience are encouraged to apply.
