Mr. Wilfred Ouma Nyagudi has a distinguished career spanning over two decades, during which he has served in both the private and public sectors. His wealth of experience has equipped him with a deep understanding of various fields, from public service to civil society and private sector engagements. In public service, Nyagudi joined the Siaya County Public Service in 2014, where he has held several key positions. He has served as the Acting Board Secretary and CEO of the Siaya County Public Service Board. Additionally, he held the role of Director of Public Service Transformation within the same board. Over the years, he has also been Deputy Director of Human Resource Management and Development, as well as Chief Human Resource Management Officer for the County Government of Siaya.
In the civil society and private sector realms, Nyagudi worked as a Field Officer for the Gender and Development Centre under the Kenya Civil Society Strengthening Programme (KCSSP). He also served as Programme Development Manager and Human Resource Manager and Developer for the Matangwe Community Health Development Programme (MCHDP) in partnership with Caring Partners Global (CPG) – Canada. Furthermore, Nyagudi was Project Manager for the Ashburn Medical Centre and Passion Partners Global (USA). Nyagudi is also deeply involved in community service. He has been the Chairman of the Board of Management for MCHDP in collaboration with CPG. In addition, he holds membership positions on the boards of several educational institutions, including Jaramogi Oginga Odinga Secondary School, Gobei Secondary School, and Gobei Primary School
Nyagudi has an extensive academic background. He holds an MSc in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and a B.A. (Hons) from Makerere University. Additionally, he is a Chartered Secretary (UK), a Certified Human Resource Professional (CHRP III), a Certified Job Analyst, and a Certified Corporate Governance expert. His other certifications include being a Certified Human Resource Auditor and a Certified Human Capital Analyst. Nyagudi is currently finalizing his Ph.D. in Human Resource Management at JKUAT.
Throughout his career, Nyagudi has completed various important short courses. These include the Strategic Leadership and Development Programme (SLDP) and the Senior Management Course (SMC) from the Kenya School of Government (KSG), as well as training in Peace Building and Conflict Resolution through KCSSP. He also completed the County Public Service Boards Induction Course at KSG. Nyagudi is an active member of several professional bodies, including the Institute of Human Resource Management (IHRM) Kenya, the Academy of Human Resource Professionals (ACHRP), and the Chartered Secretaries Institute (CSI) in the UK.
Nyagudi has contributed to several research publications. In 2020, he authored a paper titled “Succession Management and Employee Retention in Mobile Telecommunication Companies in Kenya,” published in The Strategic Journal of Business & Change Management. In 2018, he co-authored a study with D. Juma on the “Influence of Human Resource Management on Retention of Health Care Workers in Siaya County Referral Hospital, Kenya,” published in the International Journal of Human Resources and Procurement.
