PUBLIC SERVICE

VACANCIES IN THE COUNTY PUBLIC SERVICE      

 

 

1.      REF: SCPSB/25/07/2019 COUNTY SECRETARY J.G ‘T’ 

Position:            - 1

Terms of Service: - 5 Year contract

 

Duties and Responsibilities:

1. Operationally, will be the head of County Public Service and Secretary to the Executive Committee.

2. Will be responsible for arranging the business and keep the minutes of the County
Executive Committee meetings

3. Conveying the decisions of the County Executive Committee to the appropriate
persons or institutions.

4. Provide Strategic policy directions to improve service delivery.

5. Perform functions on the delegated authority from the County Public Service
Board as per article 86 (1) of the County Government Act No.12 of 20 12

6. Establishing and developing collaboration with the National government
ministries or departments
, partners and other relevant, stakeholders

7. Performing any other functions as may be directed by the Governor or County Executive Committee.

    

Requirements for Appointment                                   

    For appointment to this grade a candidate must :-

1. Be a Kenyan Citizen

2. Be a holder of at a first Degree or equivalent from recognized institution.

3. Masters’ Degree from an institution recognized in Kenya will be an added advantage.

4. Demonstrate leadership and management capacity including but not limited to knowledge of public financial management and strategic/project management.

5. Be conversant with the constitution of Kenya and all the devolution laws .

6. Have ability to work in a multi ethnic environment with sensitivity and respect for diversity

7. Have capacity to work under pressure and meet strict deadlines

8. Demonstrate understanding and commitment to National values and principles of governance as outlined in articles 10 and 232 of the Constitution of Kenya 2010

9. Demonstrate a clear understanding of both the county and national goals, policies development strategies as well as Vision 2030

10. Meet the requirements of Chapter Six of the Constitution of Kenya, 2010

11. Have knowledge, experience and a distinguished career of not less than ten (10) years in senior administration and management.

12. Possession of CPS (K) will be an added advantage.

 

 

2.  REF: SCPSB/26/07/2019 COUNTY CHIEF OFFICERS - J.G ‘S’ 

     Positions      - 3

 

i. CHIEF OFFICER FOR TOURISM, ICT, CULTURE, SPORTS AND ARTS

ii. CHIEF OFFICER FOR ENTERPRISE AND INDUSTRIAL DEVELOPMENT

iii. CHIEF OFFICER FOR LANDS, PHYSICAL PLANNING, HOUSING AND URBAN DEVELOPMENT

 

     Terms of Service    - 5 Year Contract

 

Duties and Responsibilities

The Chief Officer shall be the Accounting and Authorized Officer for the department or division for which they are in-charge in accordance with Section 45 of the County Government Act, 2012. The Chief Officer will be responsible to the County Executive Committee Member under which the department/division falls.

                                  

 Specific duties will include:

1. Administration of a County Department:

2. Formulation and implementation of programs to attain Vision 2030 and sector goals:

3. Development and implementation of strategic plans and sector development plans.

4. Implementation of policies and regulations.

5. Providing strategic policy direction for effective service delivery.

6. Ensuring compliance with the National Values and Principles of good governance

7. as outlined in Articles 10 and 232 of the Constitution of Kenya: and

8. Performing any other duties as may be assigned from time to time.

    

Requirements for Appointment                                   

    For appointment to this grade a candidate must :-

1. Be a Kenyan Citizen

2. Be a holder of at least a first Degree or equivalent from recognized institution.

3. Masters’ Degree in a relevant field from an institution recognized in Kenya will be an added advantage.

4. Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;

5. Possess an understanding and exhibit commitment to National Values and Principles of Governance and Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010 respectively.

6. Have good communication, presentation, research and analytical skills

7. Have knowledge, experience and distinguished career of not less than ten (10) years in the relevant field, five (5) of which should have been at a senior/managerial level.

8. Understand the diversity, challenges and oppsrtunities within the County:

9. Must be computer literate

10. Meet the requirements of Chapter Six of the Constitution of Kenya, 2010

11. Must be a visionary and strategic thinker.

12. Have ability to work in a multi-ethnic and multi-cultural environment with sensitivity and respect for diversity:
