Duties and Responsibilities

1. Administration of Governors service delivery unit

2. To be in charge of Performance Management in the unit

3. To put in place systems or innovative ways to implement programs and projects with high impacts and low delivery risk to the County.

4. Ensure that the Governors development priorities

Duties and Responsibilities

The sub-county administrator shall be responsible for the coordination, management and supervision of the general administrative functions in the sub county unit, including:-

 

1. The development of policies and plans;

2. Service delivery;

3. Developmental activities to empower the community;

4. The provision and maintenance of infrastructure and facilities of public services;

5. Exercise any functions and powers delegated by the County Public Service Board under section 86; and

6. Facilitation and coordination of citizen participation in the development of policies and plans and delivery of services.

 Requirements for Appointment

 For appointment to this grade, a candidate must have: -

 

1. A Bachelor’s degree in any of the following disciplines- Public Administration; Business Administration/ Management; Community Development or any other social science from a recognized institution.

2. A Master’s degree in any of the following disciplines:- Public Administration; Business Administration/ Management ; Community Development or any other social science from a recognized institution will be an added advantage.

3. Certificate in management course from a recognized institution

4. Diploma in advanced Public Administration or equivalent qualification from a recognized institution

   4. REF: SCPSB/04/02/2021 ASSISTANT DIRECTOR PUBLIC COMMUNICATION J.G CPSB 05 ‘P’  

       Positions: - 1

 Terms of Service: - Permanent and Pensionable 

 

Duties and Responsibilities

An officer at this level will head a Public Communications Unit in a medium sized Ministry/Department or be deployed in the Ministry Headquarters.

 

1. Analyzing information on programes, significant events and impact on the customers in a specific sectoral area

2. Researching on possible causes of negative publicity on the Government on both local and international press and assisting in the development of appropriate strategies to address the situation

3. Identifying Government events that require packaging for dissemination to the media and the public, preparing and organizing fora where Government policies, programmes and projects can be propagated and promoted.

4. Prepare media supplements, documentaries, press releases/media features, and regularly attend meetings at the Public Communications

5. Deliberate on cross cutting issues that require to be centrally disseminated by the Office of Public Communications.

6. Any other duties as may be assigned by the Supervisor

    

Requirements for Appointment

 For appointment to this grade, a candidate must have: -

 

1. Have served in the grade of Principal Public Communications Officer or in a comparable and relevant position in the Public Service for a minimum period three (3) years;

2. Have a Bachelors degree in any of the following disciplines: Mass Communication, Public Relations, Communications Studies, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized institution;

   5. REF: SCPSB/05/02/2021 PRINCIPAL HUMAN RESOURCE OFFICER J.G CPSB 06 ‘N’ 

           Positions: - 1

Terms of Service: - Permanent and Pensionable 

 

Duties and Responsibilities

1. Collection, collation and analysis of Human Resource Management data from County Departments and making appropriate recommendations thereof.

2. Analyzing Human Resource management issues emanating from Departments and initiating appropriate action.

3. Monitoring implementation and impact of Human Resource Management policies, guidelines and procedures issued by the Directorate of Human Resource Management from time to time and recommending appropriate action where necessary.

4. Analyzing the staffing levels and making proposals for succession planning.

5.  Analyzing utilization of human resources in the Department and advising on proper deployment;

6. Analyzing staff progression and making proposals for career development;

7. Ensuring the correct interpretation and implementation of human resource regulations including pensions, salary administration, labour laws and other statutes that impact on human resource.

8. Any other duties as may be assigned by the Supervisor.

 

Requirements for Appointment

1. Be a holder of a Bachelor’s degree in Human Resource /Personnel Management or any other relevant equivalent qualifications from a university recognized in Kenya.

2. Have attended a management Course lasting not less than four (4) weeks from a recognized institution.

3. Have served as a Chief Human Resource Management Officer or equivalent position for a minimum period of three (3) years.

4. Membership of the Institute of the Human Resource Management or relevant equivalent professional body and in good standing.

5. Have knowledge of ICT .

   6. REF: SCPSB/06/02/2021 PRINCIPAL SECURITY OFFICER J.G CPSB 06 ‘N’

            Positions: - 1

Duties and Responsibilities

1. Plan and organize training and development of County enforcement and security officers

2. Liaise with relevant security agencies;

3. Investigating incidents

4. Conducting Institutional risk management

5. Manage Security intelligence system within the County Government

6. Execute periodic security surveys in County departments

7. Advisor to the County Government on security matters

8. Any other duties as may be assigned by the Supervisor

 

Requirements for Appointment

     For appointment to this grade, a candidate : -

 

1. Must possess Bachelor’s Degree in Criminology/Security Science or its equivalent from a recognized Institution.

2. Must have at least three (3) years working experience as Senior  Security Officer or comparable position.

3. Must have worked with any of the Disciplined Forces of Kenya for at least ten (10) years

4. Must have a clean Discharge Certificate

5. Must possess Certificate of Good Conduct

Duties and Responsibilities

The Ward administrator shall coordinate, manage and supervise the general administrative functions in the Ward unit, including :-

   8. REF: SCPSB/08/02/2021 PUBLIC COMMUNICATIONS OFFICER I J.G CPSB 09 ‘K’ 

 Positions: - 1

 Terms of Service: - Permanent and Pensionable 

 

 Duties and Responsibilities

1. Gathering information on programmes and significant events, editing stories on topical issues in a specific sectoral area.

2. Liaising with media practitioners and the public on issues of mutual concern.

3. Scheduling interviews with county government officials and managing assigned projects and programmes under the guidance of the head of the Unit/Section.

4. Receiving news from sub counties/wards, translating, and writing of features.  

5. Any other duties as may be assigned by the Supervisor

 

Requirements for Appointment

For appointment to this post, a candidate must:-

 

1. Be a Kenyan Citizen

2. Be in possession of a Bachelor’s degree in any of the following disciplines.

3. Mass Communication, Communication Studies, Journalism, Public Relations, Social Sciences or any other approved equivalent qualifications from a recognized University/Institution;

4. Have served in the grade of Public Communications Officer II or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;

5. Have a post graduate diploma in any of the following disciplines, in the case of holders of general social science degrees: mass Communication, Communication Studies, Public Relations, Journalism, International Relations or its equivalent and relevant qualification from a recognised institution/University; and

6. Possess good oral and written communication skills in both English and Kiswahili;

7. Be proficient in Information Communication Technology including use of internet and intranet services.

          Positions: - 3

Duties and Responsibilities

A candidate at this post will perform a variety of Human Resource Management duties of limited scope and complexity under the guidance and supervision of a more senior officer in a medium sized department or in a section within the Human Resource Division. Specifically, the duties and responsibilities will entail the following:

 

1. Verification of information relating to recruitment, appointment, transfers, Human Resource Management records and complement control;

2. Processing cases for the County Human Resource Management Advisory Committee and

3. Assisting in the implementation of the decisions thereof and supervising and guiding clerical staff in the Division/Section.

Duties and Responsibilities

1. Ensuring security of information /files, documents and office equipment in the registry

2. Pending correspondence and bring-ups are checked and appropriate action taken

3. Initiate appraisal and disposal of files/records in liaison with National Archives and documentation services.

4. Ensuring that letters are appropriately filed and marked to action officers..

5. Controlling and opening of files and updating file index; ensuring security of information/files in the registry;

6. up-dating and maintaining up-to-date file movement records;

Duties and Responsibilities

The key duties and responsibilities for this position will include:-

 

1. Prepare legal briefs and legal opinions on diverse range of legal matters pertaining to county governments

2. Analysing pleading s and conducting research on issues arising therefrom

3. Conducting extensive legal research on case law and other matters relevant to the operations of the county government.

4. Conducting research on comparative laws and regulations by other county governments.

5. Providing general administrative and other support to the office of the County Attorney.

6. Prepare progress reports and updates for management from time to time.

1. Enforcement of County government laws;

2. Guarding County Government Property;

3. Respond to incidents, and limit exposure

4. Reporting security incidences/breaches;
