Duties and Responsibilities 1. Efficient utilization of funds and other Public resources placed at their disposal as they shall be the authorized officers in respect of exercise of delegated powers; and 2. Giving effect to lawful directives of County Executive Committee Members and keeping them informed of all important activities and events; 3. The administration of the County department 4. Requirements for Appointment 1. Be a Kenyan citizen. 2. Have a relevant Bachelor’s degree in the portfolio applied for. 3. Duties and Responsibilities 1. Oversee the unit’s operation and productivity, building a highly inclusive culture for effective, efficient, economic and ethical service delivery. 2. Requirements for Appointment

4. COUNTY POLICY ANALYSIS AND RESEARCH COORDINATOR J.G CPSB 03 ‘R’

Duties and Responsibilities 1. Support the unit to roll out strategic mix of research methodologies appropriate for Siaya County geographic and sociocultural context. 2. Supervise and provide oversight to major functions of implementation research, including data collection, analysis, documentation, and dissemination. 3. Analyze and evaluate project performance data. 4. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles. 5. Design, disseminate and administer research tools to support both formative and implementation and engage in on-the-job training in their usage as needed 6. Duties and Responsibilities 1. Organization, direction, control and coordination of the functions of governance. 2. Initiate development of appropriate County Department policies, legal and institutional frameworks for implementation of the mandate of department. 3. Ensure operationalization of service delivery in all the devolved units in the County 4. Preparation of department plans and budgets 5. Duties and Responsibilities 1. Initiation/review of public communications policy and design of appropriate programmes and infrastructure to facilitate its implementation; 2. Initiating research on various public communication issues and developing appropriate interventions; Developing standards and regulations in the management of public communications functions. 3. Liaise with the Office of the Public Communications. identifying Government events that require packaging for dissemination to the media and the public; 4. 7. COUNTY WOMAN COORDINATOR J.G CPSB 04 ‘q’ Positions: - 1 Terms of Service: - Contract
Duties and Responsibilities 1. Play a coordination role by supporting the unit in the development and implementation of programmes in support of international and national commitments on gender equality and the empowerment of women and girls. 2. Provision of technical advice to the Chief Operating officer as required by ensuring emerging development support responds to women’s needs and national gender equality priorities; 3. Contribute to mainstreaming gender equality and women’s empowerment into all programs in a coherent manner, through close consultation with all relevant County Government Departments, Agencies and Partners. 4. Ensure knowledge sharing, documentation and dissemination of good practices on gender equality, women’s empowerment and rights 5. Identify and advise on entry points for new initiatives for the County Government to strengthen local capacities for gender equality and to support the advancement of women’s empowerment and gender equality. 6. Duties and Responsibilities 1. Develop an evaluation strategy for the implementation of youth development programs in the county. 2. Liaise with relevant stakeholders and youths in implementation of youth development programs to identify the needs of youths. 3. Coordinate with youth to develop a communication strategy to improve effective promotion of youth development programs. 4. Plan and facilitate group programs, projects and youth events in the county to enhance youth development. 5. Duties and Responsibilities 1. Translate resource mobilization strategy and plans into action 2. Prescribe, lead and conduct market research and marketing initiatives to assess donor priorities and identify opportunities for resource mobilization 3. Establish systems for identification and response to calls with templates to manage the activities of resource mobilization. 4. Coordinate the development and writing of highly competitive resource mobilization proposals and contribute to proposal 5. 11. BEACH MANAGEMENT COORDINATOR J.G CPSB 06 ‘N’ Positions: - 1 Terms of Service: - Contract
Duties and Responsibilities 1. Implements conservation activities in line with project action plans this includes species conservation and sustainable fisheries along the Beaches 2. Identifies and pursues strategic conservation, research and capacity building collaborations and partnerships with County and National governments, civil society organizations, private sector and professional bodies 3. Develops and disseminates communication materials including but not limited to policy briefs and publications with regard to project work to relevant stakeholders and platforms. 4. Collect, collates and maintains a database on marine natural resources and programme relevant monitoring data according to the requirements of the M& E plans and marine programme needs. 5.
