VACANCIES IN THE COUNTY DEPARTMENT OF FINANCE

 

1. REF: SCPSB/10/11/2018/01 DIRECTOR INTERNAL AUDIT J.G ‘R’ 

Positions: - 1

Terms of Service: - 3 Year contract or Permanent and Pensionable depending on age of candidate

 

 Duties and Responsibilities

1. Reporting to the Chief officer administratively and to the Audit Committee/ The Governor functionally;

2. Establish and operate an efficient internal audit unit and advice the CECM on emerging issues in internal auditing;

3. Develops a flexible audit work plan using appropriate risk-based methodology for review and approval by the Audit Committee.

4. Directs and conducts regular and continuous internal audits of financial transactions of the county.

5. Prepare and submit audit reports and acts as secretary to the Audit Committee

6. Develops county Audit Charter.

7. Developing and implementing the use of innovative approaches in performing independent assessment of systems, controls and efficiencies guided by professional standards

8. Promoting county government- wide risk management and provide the management with consulting services to improve the overall operations.

9. Providing capacity building for county government entities including Audit Committee.

10. Ensuring that all identified internal control concerns are reviewed and documented for their effectiveness and adequacy and that recommendations are made for improvements

 

Requirements for Appointment

1. Must be in possession of Bachelor of Commerce degree (Accounting/ Finance Option) or its equivalent from a university recognized in Kenya.

2. Be a registered member of the Institute of Institute of Internal Auditors (IIA), the Institute of Certified Public Accountants of Kenya (ICPAK,) or any other relevant body.

3. Must have served for at least five (5) years in managerial position.

4. Masters Degree in the relevant field is an added advantage.

5. Must possess good understanding of Government operations, financial reporting and auditing.

2. REF: SCPSB/10/11/2018/02 SENIOR PRINCIPAL FINANCE OFFICER (SENIOR FISCAL ANALYST) J.G ‘P’ 

        Positions: - 1

Terms of Service:  - 3 Year contract or Permanent and Pensionable depending on age of candidate

 

      Duties and Responsibilities

1. Consolidating County Budgets for the Recurrent and Development Votes;

2. Preparing quarterly expenditure forecast as a basis for discussions with the Treasury for release of funds;

3.Initiating proposals seeking funds for Additional Expenditures and Reallocation of voted funds during the year;

4. Monitoring expenditure on Projects and Programme implementation on a periodic basis and ensuring that timely corrective measures are taken;

5.Ensuring funds are budgeted appropriately, spent according to fiscal policy and that funds are spent in line with the account purpose, with the right  processes and controls are in place.

6.Co-ordinating activities and work of all officers handling donor financed projects, monitoring implementation of such projects and review of reimbursements; and 

7.Co-ordinating the design and financial aspects for all new donor projects and agreements with donor agencies.

  Requirements for Appointment

3. REF: SCPSB/10/11/2018/03 PRINCIPAL FINANCE OFFICER (FISCAL ANALYST) J.G ‘N’ 

      Positions: - 1

Duties and Responsibilities

1. Analyzing budget Estimates;

2. Prepare and Analyze  fiscal returns

3. Analyzing project proposals;

4. Coordinating and analyzing Medium Term Expenditure Framework (MTEF) Budget;

5. Assisting the County in costing of Programmes; 

6. Communicating approved annual estimates to various departments and ensuring that there is a timely adjustment of work plans commensurate with the resources voted in the budget;

7. Determining performance indicators for programmes; and

8. Initiate  preparation of responses to all budgetary matters including all issues raised by internal and external auditors

       Positions   - 1

   Duties and Responsibilities

1. Analyzing research data and compiling reports;

2. Preparing preliminary legal documents/instruments in consultation with the County Attorney;

Duties and Responsibilities

1. To assist in  building community peace and reconciliation between communities

2.Assist in creating peace initiatives & partnership in implementing sustainable community peace , and take leadership in the search for solutions towards achieving peaceful coexistence within communities.

17. REF: SCPSB/13/11/2018/01 PRINCIPAL ARCHITECTURAL ASSISTANT J.G ‘N’ 

            Positions: - 1

            Terms of Service:  - 3 Year contract or Permanent and Pensionable depending on age of candidate

 

Duties and Responsibilities

Duties and responsibility at this level will entail assisting the Senior Principal Architectural Assistant in overall administration, organization, control and co-ordination of the technical cadre including preparation of inventory of drawing office equipment and supplies, preparation of lists of stores for disposal and budgets of stores to be procured; monitoring of work loads and distribution of staff;  development of technical information and standards necessary for improved work performance and being responsible for recommending training and development of the cadre.

 

        Requirements for Appointment

For appointment to this grade, an officer must have:

1.  Served in the grade of Chief Architectural Assistant  or in a comparable and relevant position in the Public Service for a at least three (3) years;

2.  A Diploma or Technician Certificate Part III in any of the following disciplines:  Building/Civil Engineering, Architecture, or its equivalent and relevant qualification from a recognized institution;

3.  Attended a Supervisory Skills Course lasting not less than two (2) weeks from a recognized Institution;

4.  Attended a Supervisory Management Course lasting not less than four (4) weeks from a recognized Institution;

5.  Administrative ability, wide knowledge and experience in preparation of drawings and management of drawings office;  and

18. REF: SCPSB/13/11/2018/02 ELECTRICAL TECHNICIAN J.G ‘H’ 

 Positions: - 1

 Terms of Service: -3 year contract or Permanent and Pensionable depending on age of candidate

 

Duties and Responsibilities

An officer at this level will work under the supervision of an experienced officer. Specific duties will involve the inspection, and maintenance of electrical installations in Public buildings and Government Quarters; testing and maintenance of electrical controls related to fire-detection equipment, cookers, water-heaters and general domestic appliances; inspection and maintenance of electrical controls in power generating plants and machinery; testing and maintenance of low and medium voltage distribution systems, repair and maintenance of electrical installations and controls related to catering equipment, lifts, boilers, cookers, water-heaters and general domestic appliances.

For appointment to this grade, an officer must have:-

1. A Diploma in Electrical Engineering or Electrical Technician Certificate Part III  or equivalent and relevant qualification from a recognized institution; and

19. REF: SCPSB/14/11/2018/01 ENVIRONMENT OFFICER I – J.G ‘J’ 

 Positions:  - 1

 Terms of Service: - 3 Year contract or Permanent and Pensionable depending on age of candidate

 

 

Duties and Responsibilities

1. Proactively managing selected environmental projects 

2. Responsible for supervision of environmental and natural resources contactors

3. Responsible for quality assurance and client feedback on progress of environmental and natural resources related programmes and projects

4. Responsible for preparation of reports for analysis and approvals by the deputy director and director respectively.

5. Responsible for attending meetings and workshops discussing environmental and natural resources management and regulations.

6. Assist in decision making an advice on best practices in environmental and natural resources management

7. Cary out site visits to assess progress and raise environmental concerns as deemed necessary.

20. REF: SCPSB/14/11/2018/02 SENIOR WATER OFFICER – J.G ‘L’ 

  Positions: - 3

  Terms of Service: - 3 Year contract or Permanent and Pensionable depending on age of candidate

 

Duties and Responsibilities

1. Responsible for planning and supervision of construction works for water supplies or sanitation infrastructures

2. Responsible for collecting and collating operation and maintenance data for the water supply utilities

3. Responsible for supervising of water supply operators and artisans

4. Responsible for carrying out survey and design of water supply and sanitation projects

5. Responsible for carrying out rehabilitation and augmentation requirements for existing water and sanitation schemes

6. Responsible for analyzing data and preparation of technical reports

7. Responsible for carrying out feasibility studies and reconnaissance reports for proposed water and sanitation infrastructural projects

8. Responsible for drafting of Bills of quantities for water  projects in the county

VACANCIES IN THE COUNTY DEPARTMENT OF HEALTH AND SANITATION

 

21. REF: SCPSB/15/11/2018/01 CHIEF OFFICER, MEDICAL AND BIOMEDICAL SERVICES J.G ‘S’ 

 Positions: - 1

 Terms of Service: - 5 Year contract

 

    Duties and Responsibilities

The Chief Officer shall be the Accounting and Authorized Officer for the department or division for which they are in-charge in accordance with Section 45 of the County Government Act, 2012. The Chief Officer will be responsible to the County Executive Committee Member under which the department/division falls

 

Specific duties will include:

1. Administration of a County Department;

2. Formulation and implementation of programs to attain Vision 2030 and sector goals;

3. Development and implementation of strategic plans and sector development plans;

4. Implementation of policies and regulations;

5. Providing strategic policy direction for effective service delivery;

6. Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya; and

Requirements for Appointment

For appointment to this grade a candidate must:-

1. Be a Kenyan Citizen

2. Be a holder of at least a first Degree in health related discipline from a recognized institution

3. Masters’ Degree in a relevant field from an institution recognized in Kenya.

4. Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;

  Terms of Service: - 3 Year contract or Permanent and Pensionable depending on age of candidate

 

Duties and Responsibilities

1. Shall be the technical advisor on all matters relating to primary healthcare services

2. Responsible for health planning, and implementation of strategies at levels 1,2, 3 and health programs

3. Initiates and promotes partnerships and collaborations with partners, and stakeholders

4. Puts in place a sound system for surveillance for early identification of Public Health risks and disease outbreaks throughout the County.

5. Puts in place systems and structure for rapid response to identified risks to Public Health and safety and disease outbreaks

6. Puts in place mechanisms for enforcement of Health regulations and Laws.

7. Performs any other duties as assigned by the chief officer of public health

 

       Requirements for Appointment

1. Must be a Kenyan citizen

2. Have a first degree in Health related field (Medicine, Nursing, Environmental health or Public Health) or equivalent, and be registered by relevant board

3. Be at least a holder of Masters’ Degree in any of the following: Public health, Epidemiology, Community Health, Health promotion and Education, or equivalents, from a recognized university

4. Have at least 5 years’ experience in management of primary health services

5. Have good communication, presentation, research and analytical skills

6. Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;

7. Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;

8. Must be computer literate                                                                             

9. Meet the requirements of Chapter Six of the Constitution of Kenya, 2010

10. Mastery of Public Health program design and implementation practices.

11. Competence in monitoring and evaluation of Public Health programs.

3. Keep records of drugs and supplies

4. Guiding, supervising and counselling staff performing routine duties

  Positions:  - 1

  Terms of Service: - 3 Year Contract or Permanent and Pensionable depending on age of candidate

 

Duties and Responsibilities

1. Collection of health related data at household level for analysis

2. Identification of common ailments and minor injuries at community level

3. Identification and referral of health cases to appropriate health facilities

4. Visiting homes to sensitize the community on health interventions

5. Monitoring the growth of under 5 children

6. Identification of defaulters of health interventions and referring them to appropriate health facility.

7. Any other duties assigned

 

           Requirements for Appointment

1. Diploma in any of the following disciplines: Community health, Environmental health, Psychology, Social work, Community development or Health promotion and education.

2. Certificate in computer application skills from a recognized institution.
